ENERGY STAR® rebates for Phoenix multifamily builders and developers
Greater Phoenix multifamily builders and developers can now take advantage of the ENERGY STAR brand name while securing incentives through SRP’s ENERGY STAR Multifamily New Construction (MFNC) Program.

About SRP ENERGY STAR MFNC program
SRP’s MFNC program is designed to reduce energy usage in multifamily buildings while improving comfort, indoor air quality and durability.
The program promotes energy efficiency in new residential construction with financial incentives, technical training, and sales and marketing support for homebuilders. Builders and developers can earn an incentive for each new residential unit that meets the eligibility requirements.
Plus, building above code improves durability, adds comfort and lowers costs for residents, giving you a competitive edge.
Projects can qualify under ENERGY STAR Multifamily New Construction Guidelines Versions* 1.1 or 1.2. Additional incentives are available for projects in designated disadvantaged communities.
Rebate details
All ENERGY STAR multifamily buildings must demonstrate energy savings of at least 10% over their state’s energy code using an Energy Rating Index (ERI) score, ASHRAE 90.1 model or EPA’s prescriptive energy efficiency features. Buildings must also include mandatory efficiency measures related to lighting and HVAC controls for common spaces, central systems and garages.
Incentives are available per residential unit when your project meets ENERGY STAR Multifamily New Construction Version 1.1 or 1.2 Guidelines.
Through this rebate program, Phoenix-area multifamily builders and developers will:
- Receive support from SRP for marketing homes and apartments to potential buyers.
- Earn government-backed recognition by meeting a higher standard of excellence.
- Build better-quality, more consistent homes and apartments by meeting over 150 critical construction details, ensuring better process control and greater ROI.
- Get ahead of the curve by adapting to upcoming code requirements before they become mandatory.
Program requirements
- ENERGY STAR Multifamily New Construction Certification Version 1.1 or 1.2
- Must meet minimum Federal HVAC efficiency standards
- ENERGY STAR refrigerators and dishwashers
- Minimum 90% LED lighting
- WaterSense bath fixtures
Additional SRP requirements
- ENERGY STAR Certified Wi-Fi thermostat(s)
- Builder/developer must submit preconstruction application for SRP review and approval.
Incentive structure
The program’s fiscal year is from May 1, 2024, through April 30, 2025.
For a multifamily community certified ON or AFTER May 1, 2024, the following incentive structure will be in place:

Tier 1: ENERGY STAR MFNC Version 1.1 | $300 per unit** |
Tier 2: ENERGY STAR MFNC Version 1.2 | $400 per unit** |
**Single-project (community) cap of $150,000.
- Additional incentives are available for projects in designated Disadvantage Communities***. Contact Program Administrator for details.
- Electric Vehicle (EV) Charger incentives are available through SRP’s Business EV Program.
- The commercial buildings associated with each project may be eligible for additional incentives through the SRP New Construction Program.
SRP will pay incentives for eligible new multifamily properties on a first-come, first-served basis until all incentive funding has been depleted for the fiscal year.
***Disadvantaged Communities are defined as qualifying for one of the following programs: Multifamily Housing (HUD.gov) or Low Income Housing Tax Credit (LIHTC) (az.gov)
How to participate in the program
Take these steps to qualify for ENERGY STAR incentives from SRP:
- Become an ENERGY STAR partner.
- Complete an online application on SRP's Program Portal.
- Enroll eligible communities.
- Choose an SRP-approved HERS Rater at tradeally.srpnet.com or call an SRP representative at (602) 236-3065.
- Working with the Rater, construct new multifamily homes to ENERGY STAR standards.
- Have the HERS Rater inspect and test the new homes to ensure ENERGY STAR standards and other program guidelines.
- HERS Rater will submit final testing certification data for the completed homes. Raters must submit applications to the program within 90 days of the testing certification date.
- Builders will receive incentive payments four to six weeks after SRP approval.
